Can Underlines, notes etc be copied to other devices?

With text books in particular, usually library books, I'd like to be able to put the underlines, bookmarks and notes to further use. Doesn't seem much point in doing this if one can't!

How do you copy these from my Kobo reader, onto, say, my PC or tablet? So I can e-mail extracts, include in essays, etc.

I should point out these are mostly borrow library books, not purchased say directly from Kobo. Hence they have been borrowed and downloaded to my PC based ADE3 library, and then downloaded to my Kobo Ereader.
