Cannot download books onto ereader since having created a new user account on computer

To solve to computer problem with Skype my computer technician created another “ user account ” on my computer and transferred all my files etc from my original user account , including Adobe Digital Editions, including Kobo Desktop... for the matter that concerns this particular problem. A week later I bought a book  from Kobo books and was unable to transfer that book unto my ereader from my new user account. Nor I am able to transfer borrowed book from web library. I get this:
