cannot get Digital Editions to authorize my device

Having a problem with getting my device authorized.  Books download onto computer, but when you use the pull down menu to authorize device it is grayed out and won't respond. 

When I drag the book over to the device I get the message "no permission to copy this book"

Any suggestions or should I just uninstall everything and start over
