cannot open adobe digital editions 4.5 in windows 8.1

I just downloaded adobe digital editions 4.5 in windows 8.1, 64 bit but cannot open it. I've used ADE on the same pc and same OS. I rolled back from W 10, reinstalled the program and it still won't open. I've also downloaded the latest WMP security update
