Cannot open adobe digital file on another computer

My computer crashed and now I am trying to download the acsm file to a new computer. When I was trying to open it I am getting the message that UNABLE TO DOWNLOAD Error getting License. License Server Communication problem: E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER. What can I do to read this file again ?

You can't. That's the whole point of digital rights management - it's locked to your device. You have to contact the original book vendor and ask them if you may get another try or simply buy the book again.
