Cannot open library books on ADE

Hi

My old computer crashed. I have a new one and have installed Digital Editions 4.5 (latest). However when I try to download books from ereolen (overdrive), to read on my Kobo,  I get the message 

E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER.

I am unable to deactivate the Adobe ID authorization from the old computer (the hard drive is dead)

I have tried erasing authorization and reauthoriziing on the new computer. I have tried completely uninstalling ADE and reinstalling. I have tried syncing my Adobe ID with the overdrive ID (even though they are the same). Same error message every time. It's incredibly frustrating. 
Can anyone please help?
(I am also unable to download to the books directly onto my Kobo which is why I have always used ADE and then transferred the books from my computer)
