cannot transfer library ebook to kobo, says I do not have permission!

I have downloaded a library book in the epub format.  It shows up in Adobe Digital editions, but when I try to transfer to my Kobo I get an error message that shows the title of the book and tells me I have no  permission to copy the book!  I've followed the instructions from my library to the letter!

Please check the following:

1. Open the file in Adobe Digital Editions.

2. Go to File -> Item Info

Check under permissions, Viewing permission

If it is single device, then you will not be able to copy the book, otherwise, it should work fine

These permissions are set by library, please contact if you need to change any book permission.
