CE_COPY_NOT_ALLOWED

I purchased a new computer and installed Adobe Digital Editions from my Library's website.  When I try to copy the book from Adobe to my Kobo EReader, I get the message CE_COPY_NOT_ALLOWED - no permission to copy this book.  What is the fix for this?
