CE-Copy not allowed

I have a new laptop and I installed adobe digital editons to it. On the old laptop I de-authorized the computer to adobe digital editions, and authorized the new laptop. I still get the message copy not allowed when I want to transfer the book I have dowloaded on ADI to my Kobo E-reader. 

What to do?
