CE_COPY_NOT ALLOWED and need Vendor ID to download my borrowed library books

I have a Kobo Glo and I borrowed books from my local library.  Originally I got the error CE_COPY_NOT ALLOWED now I still get that and I cannot open them on my PC b/c they say they need a Vendor ID.  Is this something I get from Adobe or from library?
