CE_COPY_NOT_ALLOWED - No Permission to copy this book received Permission is "allowed on all device"

I have an epub book with the following permissions:

Licensed to: Unknown

Viewing: on any device

Copying: on any device

Printing: on any device

When I try to copy this epub into my Kobo, I keep hitting the CE_COPY_NOT_ALLOWED. Appreciate kind help. Thank you.
