My computer says license server communication problem

My problem similar, but different.

I upgraded to ADE Ver 4.5, but it locks up on me and I useless.

I uninstalled it and reinstalled ADE Ver 3.0.

It says my computer is authorized, but when I try to download a library book, it says, “ERROR: CHECK ACTIVATION.”

Uninstalled ADE Ver 3.0 and installed ADE Ver 2.0, same problems.

I am using Windows 10.

Any suggestions to resolve the issue?
