Connection Errors

Recently, I have been unable to download books from my local library site. I had DE 2.0 and a message saying streaming error. I upgraded to 3.0 and now the message says connection error, check to see that you are connected to the internet. All input from the Library didn't help either. I am using the computer at work and it is running Windows XP. Could that be the problem ? I have disabled my firewall while trying again and still no go. I hope someone knows what the problem is.
