Could not open ACSM eBook with Error E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER

I have checked out this book before and it works till it is expired.

I tried to check it out this time but could not get it opened with error:  E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER.  

It appears license server side having the issue.  Any solutions?

Who should I talk to?  I saw the other post that it is about vendor's resetting issue.  Is that right?

Or anything else I am missing or need to try on my side?
