DE on another older computer now can't authorize new one

Hi.  I bought a new laptop and the techs wiped the other one clean without uninstalling anything.  Including my Digital Editions.  Now I get the error message that I have used up my subscriptions or whatever they are called.  How can I erase the other and use on new computer?
