Deactivation/reactivation

I couldn't download a library book in Digital Editions.  I deactivated and reactivated but my ID/or password not accepted.  Message 'Error! Check Activation' but authorise/deauthorise buttons not available.  Previously I got 'Unable to download. Error getting licence. Licence Service Communication Problem.  E LI ALREADY FULFILLED BY USER"

Anyone help fix this?
