Digital Editions 4.5

I have downloaded Digital Editions. It is in my Downloads. When I double click on it, it takes me to the Software Licensing Agreement, which I accept. It then shows the below: 

I click Next and it appears to install but then nothing happens. I am expecting it to ask me to trust the publisher but this is where it ends. Eventually I want to hook this up to my Kobo Clara. Any suggestions please?
