Digital Editions 4.5.8 Won't Load, 4.5.11 Won't Install

I am running Windows 10 (latest update) and when I clicked on 4.5.8 to start it up, it wouldn't load. I tried it from the shortcut on the desktop as well as the Start menu with the same result. Nothing changed after I restarted my computer, either.

Then I tried to install 4.5.11, but the installer appears to be stuck. It shows a small percentage of the file having been installed, but all options are greyed out and the installation does not appear to be progressing.

Any advice would be appreciated.
