Unable to download digital ebooks using Digital Editions and (.acsm) file.  Get error "License Server Communication Problem:

E_ADEPT_NO_FULFILLMENT_RESULT"

Last successful processing of a .acsm file was on November 8th.

Have installed latest Digital Editions, rebooted, disabled VPN, disabled my firewall on my computer. Remove a ebook that was already downloaded and attempted to re-down load. I have de-authorized the computer and re-authorized it.

My computer runs windows 11. I have also tried on my windows 10 computer with no change.

Replaced both my router and my cable modem. No change.

COX is my internet provider. I have tried connected via the hotspot mode on my cell phone then via T-Mobile. This bypasses my local network, my router and COX my ISP. No change. I still get the "License Server Communication Problem:E_ADEPT_NO_FULFILLMENT_RESULT". I believe this eliminates all hardware and software at my end except for the "Digital Editions" software. Please address this problem.

Also, the adobe server http://ns.adobe.com/adept is not reachable.
