Digital Editions - License Server Communication Problem: E_LIC_Already_Fulfilled_by_Another_User

HI, seem to be having no luck access purchased files via iPhone XS using the Digital editions app. Can access on the main computer and both iPhone and Computer use the same Adobe ID.

The files do not appear in the libraries the only thing I get is the Adobe getting started book.

If I browse to my cloud folder to then open the file on my iPhone using the Digital Editions app I get this error: E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER

Adobe seems to be shying away from this, anyone having similar issues or know a fix/workaround?
