Digital Editions not Opening fully?

Good Afternoon, Downloaded Digital Editions 4.0 on Windows 7 SP1 64 bit and the program opens only to a bar at bottom of screen. i.e. Program doesn't open up full. Have 2 ePub reader pdf documents I want to view. Tried uninstalling and reinstalling with no success. Any help appreciated.
