Digital Editions "Not Responding"

I am having the problem where every time I try to open a book or transfer a borrowed library book to my Kobo, Digital Editions 4.5.4 looks like it's about to begin and the copy window pops up, but nothing happens because it is always "Not Responding", making me to force close it every time. uninstalling and re-installing (more than once) has done nothing; same problem. What is this garbage!? It was working fine a couple weeks ago.

I am running Windows 10 Home and my computer is more than capable of running this program.
