Dowload library book to Kobo

My library book downloads to Adobe Digital Editions for read only. My Kobo Device is authorized through Adobe Digital Editions but when I try to download the book to my Kobo I get an error stating that book cannot be downloaded because device is not authorized. What is the problem?

I have uninstalled adobe digital three times and re-installed and it will not authorize me to copy book to Kobo. I can read the book in Adobe Digital but won't open on Kobo. This is getting pretty darn frustrating!!

This is not the first time this has happened but it has been a while.
