downloading a doc in digital editions

Does anyone else have the this issue, after authorizing my PC "windows 10" I double click the  "document.acsm" and the app sits there with downloading contents for now over an hour.

If i stop the download, go to a windows 7 and authorize that PC and click on the document it opens up right away, anyone knows the fix for this, besides the obvious "use windows 7"
