Downloading ADE 4.5, followed by installing, stops the installation

Question

On my new PC, Windows 10, I download Adobe Digital Editions 4.5, and start the installation. Right at the end of the installation, the setup window seizes to install with "Extract: SymCCIS.dll".

Not possible to close window or complete the installation.

What has happened and how to overcome and finalize a correct installation?

I've tried many other recommendations posted throughout google, but ultimately nothing worked.

This is what worked for me though, I switched users from the regularly logged on domain user and logged in as an a network admin user. Onced logged in as an admin, the file extracted and finished installing.
