When you receive this error message : E_ACT_TOO_MANY_ACTIVATIONS the help page of adobe state (this is a copy/past): If you received the error E_ACT_TOO_MANY_ACTIVATIONS, or run out of activations, contact us to have the activation count reset. 

So it CLEARLY say to contact adobe for a reset of your account. I had that probloem many times and each time I have to spend hours on the chat with adobe representative to make them understand that I already look at the help page of adobe and it say to contact adobe. That time, even if I already spend 3 hours talking with an adobe representative and copy/past to him what the adobe help page say, I wasn't abble to have my account reset. As a result, I think I will definitely return my electronic book that make me waist so much time with adobe cunsumer service.
