E_ADEPT_DOCUMENT_TYPE_UNKNOWN

I'm using ADE 4.5 and get the following error when trying to open a .acsm file:

E_ADEPT_DOCUMENT_TYPE_UNKNOWN

It says that it can't communicate with license server. I tried with ADE 2.0 but got the same error. My PC is correctly authorized with my Adobe ID. Here is the content of the .acsm I can't open.
