E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER

I downloaded Adobe Digital Editions in 2013 and recently found it was no longer on my computer so I downloaded it again. I than went to add a book I had downloaded from my public library's website and I got the error : Unable to Download/ Error getting License. License Server Communication Problems. E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER.

I have unauthrozied the user and reauthorized with my Adobe user ID and I even reinstalled my Kobo onto Digital Editions. and still I am getting this error when I try to add a book

SOMEONE HELP I AM SOOOOOO BEYOND FRUSTRATED!!!!!!
