E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER ACS Error

Actions taken:

Uninstall and reinstall ADE

Deauthorize and reauthorize ADE with Overdrive

Delete copies of original download and redownload book

None has worked, please advise. I have had my NC for several years, never had this problem. Have not moved, same library systems and accounts being used.
