e_lic_license_sign_error Can't return or download a book using 4.5.11

I tried to return a book using Adobe Digital Editions and it gave me this error: e_lic_license_sign_error

I have tried uninstalling and reinstalling, I then tried to download a new book and I got the same error saying unable to download.
