E_LIC_ PROBLEM-foreign country

Hello!

My brother in UK bought an ebook for me. The problem is i live in another country.

I downloaded Adobe and created an ID. Also, i authorized my Id.

Now, when i try opening the book it says E LIC ALREADY FULFILLED BY ANOTHER USER.

It is getting frustrating. I am the only one using the account for the book, furthermore trying to open the ebook.

What could be the solution?
