E_STREAM_ERROR license server communication problem

I get this error message every time I try to open an ebook  [from my Public Library's ebook program] in Adobe Acrobat DC. Do I have to register in a Cloud account to make this work? I've de-and re-authorized, checked default programs, and done everything else I can find to tell me how to fix this.  NOTHING works!  HELP, I want to read! I've been trying to figure this out for months.

REALLY? NO ONE ELSE IS HAVING THIS PROBLEM?
