ereader program problem

I have downloaded the digital edition program so I can transfer ebooks from the library to my ereader. I recently got a new computer and downloaded the program onto that and authorized it successfully. But when I tried to download my first library ebook, I get a message "e licence already fulfilled by another user" and no other info or instructions how to fix this.

Can ANYONE tell me how to resolve this issue????!!!!
