Error: E_ACT_NOT_READY

Hi. When I try to transfer a downloaded ACSM file to ADE I get this message.

Error getting License. License Server Communication Problem:

E_ACT_NOT_READY

I've tried downloading and opening files from my library, as well as sample ebooks from the Adobe sample file on ADE. Same message.

I've uninstalled and reinstalled ADE and I am getting the same message.

What else should I try?
