Error: E_ACT_NOT_READY + Unable to deauthorize + unable to open .acsm files

My Adobe Digital Editions installation (4.5) is not opening .acsm files. This issue occurs with files from any source, including free Adobe ebooks. I get the following error message: "Error getting License. License Server Communication Problem: E_ACT_NOT_READY" I have been seeing this error for almost a month, and nothing I do resolves it.

I have uninstalled ADE and reinstalled it. I tried deauthorizing my computer, but every time I try to deauthorize I get another error: "Unable To Erase Authorization. Please try again after some time." I have been getting this error for about 5 days.

Attempts to contact tech support resulted in a 20-minute chat where I was transferred to multiple departments, was greeted with the phrase "I can help you," and then told to go to the forums. As you might imagine, this is extremely frustrating.

I am running Mojave on a MacBook air.

Windows:

    Close all applications.
    Press WINDOWS + R.
    In the Open text box, type regedit and then press Enter. The Registry Editor opens.
    In the left pane of the Registry Editor, locate the following registry key: HKEY_CURRENT_USER\Software\Adobe\Adept
    Remove the Adept Folder.
    In the Confirm Key Delete dialog, click OK.
    Close the Registry Editor.
    Open Adobe Digital Editions and reauthorize..

Macintosh:

    quit Adobe Digital Editions.
    Navigate to /Users/Library/Application Support/Adobe/Digital Editions and drag the activation.dat file to the trash.

    Open Adobe Digital Editions and reauthorize.

Hi

Navigate to /Users/Library/Application Support/Adobe/Digital Editions and drag the activation.dat file to the trash.

I had followed all this but couldnt find digital editions so that i can drag activation.dat file to trash

did u ever solve this.  I have the same problem & am getting a much longer runaround with Adobe?
