error getting licence. licence server communication problem E_ADEPT_UNKNOWN

I tried to open my acsm file on Widows 10 using ADE. I tried on my IPAD on Iphone same result.

unauthorized and authorized

Deleted Reg Key and Authrized.

Keep getting same error.

Help please
