Error getting License. License Server Communication Problem: E_ACT_NOT_READY

I have this problem on a new Mac Book Air with Mac OS Mojave. I had no problem on my old Mac downloading library books. I have uninstalled and reinstalled the Adobe software with no luck. Someone help please. Adobe was no help on the phone support since the Digital Edition is a free product!

Can someone please help.

    Windows:

        Close all applications.
        Press WINDOWS + R.
        In the Open text box, type regedit and then press Enter. The Registry Editor opens.
        In the left pane of the Registry Editor, locate the following registry key: HKEY_CURRENT_USER\Software\Adobe\Adept
        Remove the Adept Folder.
        In the Confirm Key Delete dialog, click OK.
        Close the Registry Editor.
        Open Adobe Digital Editions and reauthorize..

    Macintosh:

        quit Adobe Digital Editions.
        Navigate to /Users/Library/Application Support/Adobe/Digital Editions and drag the activation.dat file to the trash.
        If you are using 10.7, see https://helpx.adobe.com/x-productkb/global/access-hidden-user-library-files.html
        Open Adobe Digital Editions and reauthorize.

    Your Mac options did not work.. When I get to /users/library/application support/adobe there is no Digital Editions and no activation.dat file. I am using the Mac OS Mojave 10.14.5 and have installed Adobe Digital Editions 4.5. Nothing seems to be working. I have tried all the solutions here. Please help.
