Error message "CE COPY NOT ALLOWED, no permission to copy the book"

Can't transfer library book from ADE to KOBO.  I get error message "the book, CE COPY NOT ALLOWED no permission to copy the book".  This is a "new" computer from my son and I have loaded all my programs and files and authorized this computer.  I think the KOBO is authorized as nothing happens when I go to "authorize this device". So not sure why I can't transfer the book.
