Error Message when adding ACSM files

I have tried multiple times, with multiple files and multiple restsarts, but I am continuously getting this message:

"Digital Editions could not connect to the fulfillment server. Please make sure you are connected to the internet."

I am connected to the internet.  How do I resolve this issue so that I can read books on my Kobo.
