Error opening ebook in ADE 3.0

I tried opening the PDF file in ADE 4.5 but it gave an error opening file. So I downgraded to 3.0 and it gives me an error Activation Server Error Code: E_ADEPT_INTERNAL. This is on Windows 7. I originally ran this on my smart phone and I am able to view this file on my phone.

When I view the item info against the book listed in the library, it shows under Permissions that "The document is licensed for a different user account" 

I do not have have another account and the fact that I can view the file using the same account on my smartphone indicates that there is some problem that I cannot resolve at my end.
