Every App 1 Adobe ID?

I have  only 4 devices (PC, 2 tablet,  handy).  Delete all authorisations was be done through the support by chat. Now after I have authorized a lot of apps (it works after delete by support), I get the message, to much authorisations, again. Could it be, that authorize a app (p.e. onleihe,  pocket book reader, Adobe digital edition and other more, all of one device) considered as one device (1 App = 1 device)?
