Frustrated can't open in Windows 11

I've downloaded Digital Editions numerous times with the same result; it opens with a little box saying loading library. It never loads. I've removed the app and everything Adobe on my computer and try to reinstall. Always the same result? 

I tried running as administrator same result.

I'm frustrated and out of ideas. Appreciate some help. Bob
