Frustrating scroll speed

When you zoom in the page to read trying to scroll becomes next to impossible. It takes about 1 minute to scroll just 4 cm. Anyone know how to fix this? I have attempted to reinstall.

**There are an only 10 options to choose from in topics, each topic is extremely specific. "ACSM files, Kobo editions. Nook, Install ADE, ADE authorization, Activation, Deauthorization, Download, Bluefire, DRM" these are the options for my topic. Clearly these options are not enought to fit the spectrume of topics that users may have to write on here. I just thought I would add this because that is ridiculous..
