Getting "E_ACT_TOO_MANY_ACTIVATIONS" error - how to fix?

I am using Cloud Library to read public library ebooks on an Android tablet.  When I attempt to download checked-out books I get an error regarding too many activations, which appears to be an Adobe Digital Editions error.  I have chatted with Adobe Support staff and checked through many places in the forums and cannot find a way to correct this problem or reset the activations.
