Google Books download not loading

I bought an eBook from Google Books and downloaded the PDF. The file is an ACSM file. So, I installed Adobe Digital Editions. However, when I try to open the book in Digital Editions, the window freezes for a little while and then an error message pops up: "Connection Error Detected: Digital Editions could not connect to the fulfillment server. Please make sure you are connected to the internet." I am connected to the internet.

My end goal is to get the PDF file onto my Android Tablet. I am using a PC running Windows 10.

What do I do? Thanks.
