Help! Can't borrow library books ADE4.5 doesn't work

I am unable to download library books with ADE4.5. The #.ascm file downloads and ADE opens, but the book never shows up and no epub file is created. Authorization is successfully set up with Adobe. ADE is the default program. I tried an older ADE version and had the same problem. Tried uninstall & reinstall. Tried deauthorize & reauthorize. This is a "new to me" computer which works fantastically well for everything but getting books from the library. Tried Kindle PC app and while the book syncs in the app I can't open it, so it has to be something about this computer. I can open generic epubus with Aquile Reader. I'm absolute stumped.
