How come I can't save a photoshop elements file in EPS?

I'm creating a label for one of my clients and they asked me to save the file as a PDF and as an EPS file. Adobe photoshop elements doesn't appear to have an EPS format option to save in. Is it just hiding somewhere?? If anyone has ran into this please let me know!
