How do I resolve the problem of the error message "E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER"

I recently converted to Windows 10 and can no longer successfully add books from my Public Library. I know that my computer has a valid authorization in ADE. Each time I download in a program called Overdrive and then attempt to transfer to ADE I get the above message. I did install ADE 4.5 in the hope that this would resolve the issue but it hasn't
