How do you find chat?

I'm getting this error E_ACT_TOO_MANY_ACTIVATIONS and I see you need to get into chat to get someone to reset it but I can't get into chat as it just keeps looping into the forums that keep telling me I need to get into chat!!!! This is not what I call good customer service.

Can anyone help me?
