how to get a pdf file tagged

i have a pdf file and it says it is not tagged i have acrobat 8.0 and Adobe Reader for Palm OS. it says that the pdf is not tagged. i am at a loss i can not get it tagged.
HELP!!!

    read the help support, everything is written there. Charles H taylor covers everything perfectly though...

    I just did a quick search on Google and found this:

    4. If the PDF is not tagged, you will need to tag it manually.

    o Select Advanced > Accessibility > Add Tags to Document.
    o Select Advanced > Accessibility > TouchUp Reading Order.
    o Use the TouchUp Reading Order Tool to clean up the tags automatically created in the previous step.
    o Verify the reading order of the elements on each page.
    o Click the Show Order Panel button.
    + If necessary add alternate text to graphics or figures. (
    + Add descriptions to form fields.
    + Verify proper tagging.
    o To add the needed tags, for instance, (select the heading on the page with the TouchUp Reading Order Tool, and click the Heading 1 button in the TouchUp Reading Order Panel.)
    o If you were tagging an image, etc. you would select figure instead of Heading 1.

    I hope this is what you need to fix your problem.

    Acrobat (not Reader) can tag files. If you aren't clear how to do this
    (and it can be a very slow and labour intensive task), please post in
    the Acrobat Windows or Acrobat Macintosh forum.
